Commissioners approve Road Use Agreement amendment for Blackford Solar; $15,000 in unpaid fines noted

Highway Superintendent John Pluimer presented Resolution 2025-12, an amendment to the county’s Road Use Agreement with Blackford Solar that adds 200 S (from SR 3 to 500 E) and 600 E (from SR 26 to 100). Commissioner Dan Borgenheimer moved to approve the resolution; Commissioner Laura Coons seconded it and the measure passed 3–0.
Pluimer additionally warned Blackford Solar against repaving 500 E in winter months and described an onsite visit with contractor E & B Paving to try to correct prior paving problems. He said Blackford Solar has outstanding fines of $15,000 for off-route truck use dating to August 2025; the minutes say emails about the fines will be attached and Commissioner Borgenheimer will contact a person identified as 'Matt' to follow up.
