The Elko County Local Emergency Planning Committee convened at 1:30 p.m. on Aug. 8 for an informational meeting after Chair Lee Cabness reported the group did not reach the seven-member quorum required for formal action. "We do not have an elected state official or an elected local official present today," Cabness said as he outlined attendance and the decision to proceed informally.
Without quorum, the committee could not approve minutes or confirm executive-committee appointments; Cabness said minutes will be prepared and those items will return when a quorum is present. He also reiterated public-comment procedure "pursuant to NRS 2 41," noting that matters raised during public comment cannot be acted on until placed on a subsequent agenda.
The meeting included member introductions, announcements about training and exercises, and a grants update; none of those items resulted in motions or votes because formal action requires quorum. The committee adjourned after completing the informational agenda and confirming the next scheduled meeting, which Cabness set for Nov. 14, 2024, at 1:30 p.m.
