Rockwall County commissioners approve Strategic Plan 2050 after edits to vision and goals

The Rockwall County commissioner's court voted to approve the county's Strategic Plan 2050 vision, mission, values and strategic goals with amendments during a special meeting that reconvened at 2:03 PM and was recorded in session at about 2:20 PM.

The Chair moved to approve "the strategic planning values, vision, mission and strategic goals, with the amendments that Mark Kippett just" described, and Commissioner Mackler seconded the motion; the Chair then declared the motion passed "unanimously by those present." The formal motion and outcome were the meeting's principal action on agenda item 2.

Presenters led by Mark Kippett asked the court to adopt the proposed vision and mission terms so the county could proceed to operational objectives with Baker Tilly and the Community Steering Committee (CSC). The court agreed to strip a contested final sentence from the vision statement (discussed at length during the meeting) and to revise the economic goal wording from "grow the economy" to "foster the growth of the economy."

Commissioners emphasized that operational objectives and timelines would be developed in an October workshop; presenters said the plan would be time-phased into near-term (5'10 years), mid-term (10'15 years) and long-term (25 years) objectives. According to presenters, the CSC expanded to 72 members and the process generated an estimated 3,500 community engagement hours and nearly 12,000 data points gathered through interviews and surveys.

The court followed the motion with a consent agenda item acknowledging a district court order related to the county auditor's office budget; that item also passed. The meeting adjourned at 3:55 PM.
