Commissioners OK new property-tax rates for county, Harris Health and Port

After public hearings earlier in the day, Harris County Commissioners Court approved proposed 2024 tax rates for county government, Harris Health (the county hospital district) and the Port of Houston Authority.
The county tax rate was adopted at 0.38529 — the court described this as an effective 9.53% increase. The rate was presented as composed of 0.33454 for maintenance and operations and 0.05075 for debt service. Commissioner Ellis moved the motion to adopt the county rate; the motion passed on a 4–1 vote.
The Harris County Hospital District tax rate was adopted at 0.16348 (presented as an effective 13.90% increase) and the Port of Houston Authority rate at 0.00615 (6.03% increase, debt-service only). Public commenters included Precinct 1 resident David Hoyer, who urged the court to reconsider the county rate citing housing affordability concerns.
By statutory notice, the court opened each hearing, invited public testimony and then closed each hearing before voting on the tax rates later in the meeting. The adopted rates will be used in the FY2025 budget and reflect the court’s final appropriation decisions.
