Harris County highlights juvenile-justice transformation, Opportunity Center vocational and reentry work

Harris County’s juvenile probation leadership, joined by the Annie E. Casey Foundation, presented the department’s 2023 annual report highlighting a multi-year transformation. The county has seen dramatic drops in institutional confinement and commitments and increases in diversion and community-based services. Director Henry Gonzales described converting a former detention facility into the Opportunity Center, where classrooms and vocational labs now host construction- and trades-oriented training as well as wraparound social services.
Danielle LaPoe of the Annie E. Casey Foundation called Harris County’s declines in confinement and detention among the most significant in similarly sized jurisdictions and praised the county’s focus on both harm reduction and well-being. Commissioners congratulated the juvenile-probation team and committed to continued partnership and investment in community reinvestment and the Opportunity Center’s programs.
