County launches HR transformation and countywide pay-equity study focused first on low-wage employees

Interim Chief People Officer Sakita Douglas told commissioners the county will begin a multi-phased HR transformation that includes a countywide pay-equity and compensation study, a learning management system procurement and an applicant tracking RFP. Douglas said the first tranche of the pay-equity study will prioritize employees making $51,000 or less, and that the county has set aside $50 million for implementing study recommendations in the proposed budget.
Commissioners emphasized that benefits should be part of the analysis and asked staff to coordinate with department HR teams so staffing additions are complementary rather than duplicative. The court approved contracting to start the compensation study and requested regular updates and briefings during the budget process.
