The commissioners approved terminating the RFP-2026-001 agreement with TrueCare 24 Inc. for behavioral-health assessments for the Veterans Treatment Court after two months of unsuccessful attempts to resolve performance issues. Purchasing director EJ Harbin told the court staff recommended termination; the motion to terminate passed unanimously.
To address service continuity, the court approved advertising a two‑year best‑value bid to establish an ongoing pool of licensed clinicians who will be vetted and added to the pool as they respond. EJ Harbin said that once clinicians are vetted, the court would be asked to approve additions monthly (up to a maximum number of times during the two‑year bid period) to avoid frequent ad hoc requests; staff estimated an overall administrative cadence (monthly recommendations) during the two‑year window. The action was unanimous.
