County approves right-of-way encroachment and maintenance agreement for Ellis Ranch Manor

The Commissioners Court considered a two-part development request for Ellis Ranch Manor, a proposed 100-lot subdivision whose preliminary plat was approved in March 2025. Director of Development Alberto Maras described the encroachment proposal: a 320-foot-long, 12-foot-wide landscaped median with 10 street trees and an 8-foot-high by 39-foot-wide entry sign along Clove Pink Trail, plus street trees on Wild Mustang Trail. Maras said staff recommended six conditions focused on visibility, safety, maintenance and a maintenance agreement.
Maras told the court legal had reviewed the associated maintenance agreement and that Ellis Ranch Manor Residential Community LLC would be responsible for all maintenance and hold the county harmless. After commissioners asked about sight lines and maintenance responsibilities, Commissioner Stinson moved to approve the encroachment and the maintenance agreement; the court approved both items unanimously.
"They addressed the site visibility, safety concerns, maintenance," Maras said in describing the negotiations with the applicant. The maintenance agreement was recorded on the agenda as the related action that clarified long-term upkeep responsibilities.
