Board members seek clearer governance rules and representation on new multi-county detention board

“Is there any document that distinguishes the purview of this multi county agency board over this facility and distinguishes what the juvenile detention board of managers' responsibilities are, as it relates to secure detention? Like, is there a hierarchy?” the member asked. Deputy Executive Director Chris Welsh said he did not have the full answer and deferred to other officials, though he noted some contract language about membership criteria and oversight: “I believe the terms of the contract say that it should be someone from juvenile court, someone with fiscal experience, and then another county person.”
Other board members urged codifying a process to ensure continued representation from this board on the multi-county governing board so that the county’s interests are preserved over time. No formal decision was made; members agreed clarification is needed and staff and legal counsel should return with more definitive answers.
