Council awards $1.35M chip-seal contract, approves plow truck and compacting unit

On July 27 the Pekin City Council approved several street-maintenance and equipment purchases, including the 2026 motor-fuel (MFT) chip-seal contract. City manager Justin Dossey said the low bid of $1,354,685 was roughly in line with engineer estimates and that the work will move forward after routine IDOT approvals; staff said the contractor will begin late summer or early fall and crews are preparing streets for the work.
Council also approved purchase of a replacement wing-plow truck with upfitting ($288,834) and a utility compactor (approx. $22,300). The plow-truck purchase carried a recorded vote of 5–1 with one abstention; the compactor passed by the same margin. Staff said funds were budgeted or a budget amendment would be processed to cover unbudgeted software purchases and other items. Councilmembers asked staff to ensure adequate public notice, traffic coordination and no-parking protocols before chip-seal operations begin.
