Sherwood SD 88J staff propose transfer caps, cite projections that exclude Sherwood West development

District staff presented a proposed interdistrict transfer plan for elementary grades and reviewed capacity projections used to set limits. The presenter said the proposal would allow 30 kindergarten transfer slots and 10 slots per grade 1'5 for elementary; students granted transfer seats would be assigned to schools based on building capacity and seats would be filled on a first-come, first-served basis.

The presenter outlined eligibility criteria for remaining on a transfer: maintain 92% attendance, no more than one suspension per year, no suspensions of five or more days, and no expulsions. "Important to note that this is a board level decision," the presenter said, indicating the board would set final policy and that these criteria guide transfer retention.

A committee member pressed staff on the long-range projections, noting substantial local development and questioning a 2033 forecast. Staff acknowledged Davis Demographics prepared the projections and that the model did not include the Sherwood West area. "Davis Demographics did not include in this any of the Sherwood West area," staff said. Board members asked staff to consider permit and development data before finalizing long-term projections and transfer counts.

The discussion left the proposed caps and eligibility criteria on the table for the board to act on in a later decision; staff indicated they would provide additional context on projections and capacity charts for future board consideration.
