Commission reviews Type 1'4 application tracks and appeal options

Staff outlined the four review types used in the development code and how those paths determine public notice, decision-maker and appeal rights. "We have 4 different types of review, ranging from type 1, type 4," the staff member said, and then described Type 1 as ministerial checklists, Type 2 as administrative staff-level decisions with notice, Type 3 as quasi-judicial cases that involve a public hearing before the planning commission, and Type 4 as legislative actions such as text amendments and zone map changes decided by city council.
Staff also explained that planning commissioners can "call up" certain Type 2 decisions for further review and that the community development director can elevate staff decisions to a higher review path in particular situations. The presentation included an example of a recent zone change that had been processed through this framework.
