Pekin council OKs up-to-$12,500 survey, legal work to study Davis Street vacation

The Pekin City Council on July 27 approved a resolution authorizing staff to carry out due diligence—surveys, legal descriptions and engineering reviews—relating to a proposed vacation of a portion of public right-of-way near Davis Street and Malvinas Street.
City manager Justin Dossey told council the authorization would not itself vacate any public right-of-way, but would gather the information necessary to determine boundaries and ownership before any transfer is considered. “This would approve; it would not authorize or make any of the transfers right now,” Dossey said, explaining the work is intended to resolve longstanding neighbor disputes over maintenance responsibilities and boundaries. Staff estimated the investigation would not exceed $12,500 and said Giffin Reese and Millennia would be engaged under task orders for the work.
Neighbors at the meeting urged the council to address ongoing trash, erosion and fence disputes in the area. Council members said the survey and record research are needed to clarify responsibility and avoid repeated disagreements, and they approved the measure 7–0. Staff said it will notify nearby property owners and provide updates as records and railroad/state information are gathered.
