Woodstock board rescinds 2025 SEQRA finding, accepts EAF Part 1 and classifies Andy Wayfield recreational campus as Type I

The Town of Woodstock board voted July 21 to rescind its March 11, 2025 SEQRA classification for the Andy Wayfield recreational campus project and to accept a completed Environmental Assessment Form (EAF) Part 1, reclassifying the proposal as a Type I action. The action requires the town to circulate Part 1 to potentially involved agencies for the 30-calendar-day coordinated review required under 6 NYCRR 617.

Town counsel Lydia explained that the completed EAF Part 1 makes coordinated review necessary and that state law limits what municipal questions can be placed on the ballot. "We are really creatures of the state," Lydia said, adding that the required agency response period would make meeting the November ballot deadline infeasible. The board approved the resolution and asked that the planning board be included among the agencies to receive Part 1.

The resolution describes the proposed project as new construction, site regrading and parking expansion across roughly 16.4 acres at the project site (referred to in the record as the Andy Wayfield/Indian Field recreational campus). The board directed the town clerk to circulate the accepted EAF Part 1 to the New York State Department of Environmental Conservation, State Parks, Ulster County Department of Health and any state funding agencies. The town also authorized the supervisor to evaluate whether previously engaged consultants possess the necessary qualifications and, if not, to issue a request for qualifications.

Because the action was reclassified as Type I and is subject to coordinated review, the board noted this timing would delay any bond-resolution-based referendum this year. The board voted to adopt the rescission and EAF acceptance after discussion from counsel and a roll-call of 'Aye' votes.
