Staff reviewed Chapter 2 land-use districts and overlay zones, explaining permitted, conditional and minor conditional uses and noting locally specific overlays such as the airport and floodplain districts. The staff member emphasized that permitted uses still must meet development standards and that conditional uses require an additional evaluation of scale and operating characteristics.
On design standards, staff pointed to standards covering access, circulation, landscapes and preservation of significant trees ("any tree, 8 inches greater diameter at at, breast height or 4.5 feet above the ground," staff said). Staff also outlined sign rules and minimum/maximum parking ratios, noting that maximum parking calculations are capped (staff said, for example, parking cannot go above 120% of a computed amount) and that bike parking will be required near well-lit building entrances.
