Another amendment removed a previously proposed requirement that the board executive director hold a bachelor’s degree, returning the appointment standard to a broader set of qualifications. The strike-all and subsequent final passage were recorded in the transcript with unanimous or near-unanimous support (final recorded passage 120–0). Sponsors said a reverse repealer will allow further technical fixes in conference.
