County, vendor discuss phased pricing and options for Tyler judicial software renewal

Parker County staff presented an addendum from Tyler related to the county's judicial/IT software contract and the court discussed renewal and pricing options with Tyler representatives on a remote connection. James, the county staff member leading the agenda item, said Tyler offered a one-year no-increase option followed by scheduled increases and that the county’s historic loyalty discount dates back to the original 2012 contract.
A Tyler representative (identified in the record as Sarah) explained the discount history: the 2012 contract included a $96,306 loyalty discount, which a later amendment reduced to about $78,576. Sarah said Tyler offered to extend part of the discount for the immediate renewal, then taper it so a partial discount (roughly $39,153) would apply in the second year, with no discount by the third year. She framed a three-year term to spread increases and offered a one-year term as an alternative if the county prefers to renegotiate sooner. The vendor also referenced normal annual increases after the contract term.
County officials asked for clearer pricing: James and at least one commissioner said they wanted Tyler to return with revised pricing and encouraged the county to begin procurement planning early. One commissioner suggested starting a competitive bid process by March to ensure alternatives are available before the larger price increases take effect; James agreed to make a note and follow up.
Tyler project staff also said the county’s planned integration with NICE (for discovery) is stalled because NICE needs to complete its portion of the integration. Serena Payne, a Tyler project staffer, said Tyler has provided APIs and recommended a joint call with Parker County and NICE to align work. “We are currently waiting for NICE to complete their side,” Serena said. The vendor said it would continue to work with county contacts (Sarah and Naomi were named) and present any new pricing or information when available.
Next steps: Tyler and county staff will continue negotiations; staff requested updated pricing in the March timeframe to inform budgeting and any competitive procurement.
