Precincts presented a long list of capital requests at the Aug. 15 workshop — from haul trucks and pavers to a Bomag roller and reclaimer — and staff briefed the court on funding options and timing constraints.
Kim read multiple precinct requests for heavy equipment and trucks. Staff emphasized that TERP (vehicle emission reduction) grants have strict match rules and that federal funds such as ARPA may not be acceptable as the required local match for some TERP awards. Brianna told the court ARPA funds must be obligated by Dec. 31 and spent by Dec. 31, 2026; she recommended conservative budgeting for TERP items until grants are awarded and cautioned against budgeting TERP revenue until an award exists.
Commissioners discussed prioritization, possible use of discretionary ARPA funds for non‑TERP items and the need to obligate ARPA funds before the December deadline. Staff said precinct ARPA allocations total $2.5 million each and any uses must meet ARPA criteria and be legally obligated by year‑end.
