The court voted to disapprove a proposed fee for an infrared and visual survey offered by Aylor Group Systems following a vendor presentation and questions from commissioners.
Kirk (Kurt) Klein of Aylor Group Systems told commissioners an initial infrared scan found heat ingress and that subsequent project managers and Terracon (forensic engineering) suggested humidity and ground-drainage solutions rather than a roofing failure. Commissioners said they had been led to believe Aylor would perform an evaluation at no charge to the county to determine the issue and that additional vendor fees were unexpected. After discussion, a motion to disapprove the proposed survey fees passed on a voice vote.
"When we inspected the roof, we did an infrared during the daytime to see where the heat ingress was coming from," the vendor said. Commissioners responded that the county should not pay the proposed fee now and moved to disapprove the item.
