Elko County staff lists projects CDBG can fund and explains subrecipient roles

The staff member read a list of eligible CDBG activities and examples: acquisition for public purposes; construction or reconstruction of streets; water and sewer facilities; neighborhood centers and recreation facilities; other public works; clearance and rehabilitation; demolition; planning and capacity-building; and assistance to nonprofits and microenterprises.
On the county's role, the presenter explained that GOED is the primary recipient from the federal government; counties and cities apply to GOED and, if awarded, become subrecipients. “Then the counties or the cities, which is the local governments, can then apply. And if we do get awarded, we become the subrecipient,” the staff member said, adding that a subrecipient agreement must define responsibilities between the local government and any sponsored organization.
