Staff warns Tuscarora falls short of CDBG LMI threshold; surveys offered as remedy

A county staff member used HUD census tools to show how low-to-moderate-income (LMI) status is measured and said the requirement is that a project must primarily benefit 51% or more LMI persons. “They have to benefit 51% or more of LMI people,” the staff member said.
Using Tuscarora as an example, the presenter said the new census data places the community at 48.90% LMI, below the 51% threshold. “So they're, 48.90%. So they're not falling within that 51 percentage range that technically you have to have for CDBG funding,” the staff member said, and recommended conducting a door-to-door survey (with RCAC or similar assistance) to document household incomes if locals believe the census data undercounts LMI households.
