Conditional-use request for private golf club tabled after applicant fails to appear

Chair opened the agenda item and Chuck, the county building/zoning official, summarized the conditional‑use application filed by Mark Kimsey as authorized agent for Fierce Family Trace LLC for a private recreational development. Staff described the proposed project as a private golf and country club with 18–36 holes, a lighted nine‑hole short course and driving range, clubhouse with locker rooms, food and bar service, meeting space, training facilities, tennis and pickleball courts, a pro shop, concessions and four 4‑bedroom cottages for members and guests. Chuck said the project would require specific documentation before a permit could be issued, including proof of required water and sewer, deeded access from a public road, and confirmation that any listed easements would be maintained or relocated at the applicant’s expense.
"It would be contingent upon the applicant providing proof of deeded access for ingress and egress from a public road, proof of required water and sewer for the project," Chuck said. He also advised staff would recommend limiting use of the proposed cottages to members and guests, prohibiting advertising or short‑term rentals, and requiring final documentation to be reviewed by the building and zoning office prior to issuing any conditional‑use permit. The staff presentation cited Greene County Code of Ordinances, Appendix B, section 7.1.2.10, which allows recreational development in A‑1 zoning with a conditional use permit.
When asked whether a representative was present, the commission was told the applicant and any agent were not at the hearing. Chuck read the ordinance provision governing withdrawal and absence: if an applicant or authorized agent fails to appear at the public hearing, the application is considered withdrawn and may not be heard again for 60 days. Because the applicant was not present, the commission tabled the conditional‑use request. The chair closed public comment for the item.
