Planning commission approves veteran-focused housing after lengthy public hearing

Bob Groenauer, speaking for the applicant, presented a proposed veteran-focused affordable housing development on roughly 15 acres planned to be deed-restricted for veterans and their families at 50–80% AMI. Groenauer described the project as "veteran affordable housing" with wraparound supportive services, multiple on-site amenities and a mix of unit sizes; he said the buildings would be three stories and noted the development would include more than the required parking and amenity package.
The public hearing drew dozens of speakers. Vincent Palmeri, regional commander of the Military Order of the Purple Heart (Region 6), urged the commission to "support in approving this patriot housing project," saying the community needs quality housing for veterans. Several neighborhood residents opposed the rezoning from public facility to residential, citing proximity to a recycling facility and wastewater/utility infrastructure, limited nearby retail and transit, and traffic concerns; opponents also questioned whether the location would serve residents well in day-to-day life. Commissioners debated location, services and design; several members expressed personal support for veterans but concerns about site suitability. After deliberation, the commission moved to approve the plan amendment, zone change and design review with conditions (including deed restrictions and vetting of tenancy), and the motion carried; staff will forward the items to the Board of County Commissioners for final action on 08/05/2026.
