Court debates one-time fix to allow 'topped-out' employees to receive budgeted raises
Summary
Commissioners discussed a temporary 5% increase to top-of-range pay to allow currently 'topped-out' employees to receive budgeted raises while planning a market-based pay study; they asked staff to include options in the second draft rather than adopt an immediate permanent change.

Commissioner Stacy raised concern that several employees have reached the maximum of their pay ranges and therefore cannot receive budgeted performance pay. He proposed a one-time increase to the maximum salary ranges (a 5% upward adjustment effective Oct. 1) so those employees receive the raises already budgeted for FY2025.
Commissioners debated whether such a change would set a precedent or whether a market-based regrade is preferable. Several said a broader market study and committee review make sense, but Stacy and others argued a transition would mitigate harm to employees. The court asked staff to present options in the second-draft budget rather than make an immediate permanent change.
