Planning commission recommends special-use permit for Onward Christian Academy at Leesville Road

The Campbell County Planning Commission voted to recommend approval of PL-26055, a special-use permit allowing Onward Christian Academy to build a pre-kindergarten through 12th-grade private school at 16021 Leesville Road.
Staff member Beth told commissioners the applicant proposes reconfiguring the parcel to about 34.439 acres and removing one adjacent parcel from the application. The school would be served by public water and private sewer and accessed from a single entrance on Leesville Road. Applicant Lauren Zealand said the academy would operate a hybrid schedule with two student cohorts and roughly 250 students per rotation. “We’ve been in existence for 10 years, and we are looking for a place to build our forever home,” Zealand said.
Supporters at the meeting said the location fits the county’s transitional land‑use designation and would provide educational and economic benefits. Eric Zanzick, who said he lives in the Rustburg District, called the site “central and accessible” and said the rural setting would support outdoor instruction and privacy for students. Another supporter, Mike Condrick, who identified himself at the hearing, said his daughter attends Onward and praised the school’s programming and traffic management at its current locations.
Commissioner Robert moved to approve the permit; the motion was seconded and passed by voice vote. Commissioner Mike Condrick had earlier said he had a personal and professional interest in the project and would not participate further in the vote. The commission’s favorable recommendation will be forwarded to the Campbell County Board of Supervisors, which is scheduled to consider the matter on June 2.
Planning staff recommended approval with the condition that the use conform to the narrative and site plan submitted to the commission. The application packet includes comments from the Planning and Environmental Commission meeting on March 31, which commissioners said they had reviewed.
