Commissioner advances $39,500 startup and $24,500/year strategic-plan software for accountability; timing debated
Summary
Commissioner Maklick outlined software to track the county’s strategic plan with a one-time startup cost of $39,500, onboarding of $9,600 and an annual license of $24,500; commissioners agreed the tool could improve transparency but debated whether to prorate the cost into FY2025 or defer to FY2026.

Commissioner Maklick described two vendor options for strategic-plan accountability software, highlighting an initial setup fee of $39,500, an onboarding/training cost of $9,600 and an annual contract of about $24,500. "There's a one-time startup cost of $39,500... the annual fee is $24,500 a year," Maklick said, adding that the vendor specializes in municipal strategic-plan software and includes transparency features for public dashboards.
Commissioner Stacy said she supports using software that provides accountability and public-facing transparency tools but questioned the timing: whether a prorated amount should be included in FY2025 or the contract placed in FY2026 after plan adoption. Commissioners agreed the item merits further work-session review and potential inclusion in a later budget draft rather than immediate adoption.
