Commissioners extend Saint Anthony's ARPA deadline, add final funds and review remaining ARPA projects

The Potter County ARPA committee recommended, and the court approved, an amendment to the agreement for the Commons at Saint Anthony's low-income housing project to reflect the actual completion schedule and to add the remaining funds the county had reported to the treasury.
John (ARPA committee representative) told the court the project missed its Dec. 31 certificate-of-obligation deadline and recommended extending the receipt date to April 1, 2026, while adding approximately $28,095 to the county's committed resources for the project. "We're rounding up the amount that's being added to the agreement by $28,095," John said. The committee also noted the county continues to hold $125,000 from the original commitment that will be paid on receipt of the certificate.
Commissioner Taylor Haig made the motion to extend and amend the agreements; after a second, the court approved the recommendation by a 5–0 vote. John then reviewed the ARPA project spreadsheet, dividing projects into two buckets: SLFRF-specific items and general government services. He said about $272,089 remained at risk of returning to the treasury if not spent and outlined potential eligible uses (siren maintenance, software prorations, courthouse completion items, jury management subscriptions) to avoid returning funds.
The court directed staff to continue processing invoices, reconcile reimbursements, and bring final documentation back to the court as required by federal SLFRF rules.
