Representatives of the Powder House Pass development presented an informational update on a proposed amendment to the master plan that would establish a formula to convert commercial uses to an equivalent residential usage for sewer/water capacity planning. Presenting consultant Christian Heiner said the proposal uses the state‑accepted design criteria and an equivalency table (for example, one commercial 'unit' equated to 300 gallons per day) to scale demand for different commercial types such as storage units, restaurants or retail.
Heiner told the commission the CID and system operators have been involved in developing the values and that the next steps are to prepare a formal amendment, hold a public hearing at planning and zoning and then proceed to a commission public hearing. "We're going to prepare an amendment to the master plan using a table that's been accepted by the state of South Dakota," Heiner said.
Planning staff said the item was informational at this meeting and that a full public‑process schedule will be placed on a future agenda. The commission did not vote on any amendment at this session.
