County approves Celerity Internet utility permit with $12,000 bond; denies a private approach permit

Road superintendent John Bay presented a recommended utility permit for Celerity Internet on a short section of Hillsview Road and recommended a $12,000 right‑of‑way bond as a condition of the permit.
"They do have the estimated cost of that utility in the right of way and that's $12,000," Bay said; the commission moved to follow the superintendent’s recommendation, including the bond amount, and approved the permit by voice vote.
Later in the same report Bay raised a private‑approach application for a landowner (Mr. Schenck/Schenk). Bay said the location was not an ideal site for a permit, recommended denying the approach so the applicant could rework the plan with planning and zoning, and the commission voted to deny the permit.
The action on the utility permit included specific bonding and standard conditions on right‑of‑way work; the denied approach will be reworked and likely resubmitted through planning and zoning.
