On the program, Representative Campbell laid out a proposal to create a childcare trust fund by investing $3,000,000,000 of a larger $14,000,000,000 state account so that returns could fund early care and learning. She said the plan would not create a new agency; instead, funds would be administered through the existing Department of Early Care and Learning (DECAL).
Campbell said the model is intended to produce ongoing returns; she estimated about $100,000,000 available in the first year. She proposed allocating roughly 30% to expand family assistance through subsidy caps, 30% to support childcare providers and workers (recruitment, training and higher pay), and 30% toward a long-term strategy for universally available, high-quality childcare.
