A board member responded that for special meetings the rule requires handing the sign-up to staff (Ms. Ashley) when arriving, and that public testimony at a special meeting should be limited to items on the posted agenda. The chair repeated that the Texas Open Meetings Act constrains the board from discussing matters not on the agenda and explained limits on topics that could require closed session under Section 551.074 (personnel/student matters).
Board members set a three-minute limit for public participants and said the public forum was an opportunity to present comments but not to engage in back-and-forth questioning during the meeting.
