The Eagle Urban Renewal Agency approved Resolution No. 25‑013 on Aug. 5, 2025, authorizing the execution of a master services agreement and scope of work with CliftonLarsonAllen LLP for professional accounting services.
Mr. Lakey, who presented the recommended changes to the agreement, told the board that CLA added language clarifying that referenced "work papers" are "internal work papers" and that the firm will store documents electronically "in accordance with Idaho law." He also explained the rate structure presented in the contract: "They put a range from 1 to 200 per hour, and then principal rates are $6.50 an hour," adding that the firm typically applies discounts when invoicing.
Commissioner Russell moved to approve the resolution; the motion was seconded and then approved by the board. During discussion, commissioners asked for clarification on which materials would be treated as internal work papers and on the expected monthly hours and billing practices; Lakey said discounts are typically applied and the final invoiced amounts are often lower than the full rates listed in the scope.
The resolution authorizes the chairman or vice chairman and secretary to execute the MSA and SOW and authorizes the administrator to take necessary actions to implement the agreements. The board recorded the motion as passing unanimously.
