The Victoria ISD Board of Trustees voted to close Shields Elementary effective at the end of the 2025–26 school year after hearing staff presentations documenting long-running infrastructure failures and declining enrollment.
Mr. Castillo moved the closure and a second was recorded; the meeting record shows the board took action after discussion and next moved to consider attendance boundary changes. Trustee Mr. Jones, who supported the motion, said the analysis favored consolidation: "When I look at the numbers, to me, it makes sense. It's about efficiency." Board debate also included calls to explore future bond options to rebuild neighborhood schools.
The decision follows staff testimony describing failing plumbing routed over roofs, frequent emergency repairs and roofs with patched plywood—issues administrators said have grown worse in recent years. Administrators also presented a timeline of immediate next steps for families and staff if the closure is implemented.
