Applicant withdraws tavern and entertainment license application after committee raises management and public-safety concerns

The administration committee considered a Class B tavern and public entertainment license for Lucas 91 Restaurant & Lounge and, after extended questioning about management plans, safety measures and the venue's marketing, the applicant withdrew the application and the committee accepted the withdrawal.

Chair (S1) opened item 50 and asked whether the applicant would operate the full property and who would hold primary operational responsibility. The applicant (Presenter, S2, with additions from S4) said the immediate focus would be on the upstairs space and described plans for live music and staffing. Committee member (S3) repeatedly pressed for evidence of prior experience running a large two-level venue and questioned club-like features such as reserved booths and a VIP area. "Your website is geared towards the club," S3 said, adding that the venue's aesthetic raised concerns for nearby residents.

Members also raised safety questions tied to the site's history and neighborhood impacts. One participant described a previous sports bar at the location and referenced violent incidents there; committee members cited parking congestion and community safety as reasons for caution. Faced with a motion to deny the license, the chair offered the applicant the option to withdraw and reapply after assembling stronger management and operational assurances. The applicant chose to withdraw, and the committee accepted the withdrawal. "We will accept the withdrawal," Chair (S1) said.

The committee encouraged the applicants to focus initially on restaurant operations and to return if they secured experienced management, security staffing and clearer operating plans. No denial vote was taken after the withdrawal.
