The commission discussed engaging REA to implement a proof-of-concept outreach module rather than starting a new full-scale plan from scratch. Tim Martin said he provided REA with links and guidance and that REA responded with a proposed prototype approach. "They came back with, here's what we can do," Martin said, and commissioners asked staff to obtain price estimates and a modular proposal that could be scaled up if validated through community testing.
Several commissioners emphasized limited funding: participants noted the county had previously spent about $37,000 on planning work and questioned whether the current draft offered sufficient return on additional consultant spending. Commissioners asked staff to bring back a clear RFP or consultant cost options and to consider low-cost alternatives (direct mail inserts with tax bills, poll-station QR codes, targeted town meetings) as ways to increase input without large up-front expenditures.
