The board approved a contract with Webb Development LLC for $149,960 to perform site upgrades needed to complete two new basketball and pickleball courts at the Dinwiddie County Sports Complex, including stormwater/erosion controls and ADA access improvements.
Staff explained that the original FY2024 allocation of $379,000 covered construction of the courts but additional site work—parking, an access road and erosion control—expanded the project scope. To fund the change, the board approved moving $130,000 previously budgeted for a walking trail (LATCF/ARPA and state sustainability funds) and $30,000 from general‑fund park and recreation to the CIP for the sports project. A motion formalizing the contract and associated budget amendments passed on a roll-call vote with all members voting aye.
"Be it resolved that the Board of Supervisors... does hereby authorize and direct the county administrator to execute the attached contract with Webb Development LLC in the amount of $149,960," the motion stated. The county will proceed with contract execution and county staff will manage site-plan compliance and required permits before construction begins.
Board members discussed that some federal ARPA-related funding and state sustainability funds are part of the funding mix and that the project expansion will delay or forego the previously planned walking trail this fiscal year.
