Indigo reports 41.8% ADA compliance at 2,300 local stops; partners with city on sidewalk access projects

Indigo's capital projects team told the committee the agency is working to improve accessibility across its local stop network and is focused on both stop upgrades and the pedestrian connections that let riders reach them.
"Currently in the system, there are over 2,300 local bus stops," Matt Duffy said, and he reported systemwide ADA compliance at about 41.8%. Duffy said improvements range from signpost‑only stops with no sidewalk to fully compliant stops that meet federal regulations; Indigo pursues agency‑led projects and partners with the city when roadway resurfacing or other projects make it efficient to coordinate upgrades.
Duffy highlighted a West Michigan Street floating bus stop and a Lafayette Road project that included pedestrian crossings and refuge islands to demonstrate combining stop infrastructure with surrounding sidewalk and crossing improvements. He said Indigo cannot always build sidewalks where the city controls right‑of‑way, so collaboration is necessary to create continuous pedestrian access. Councilors praised the before‑and‑after images and discussed DBE/exped requirements on federally funded contracts and local solicitation goals.
