Commissioners press staff for $1-yield numbers, multi-year capital models and clarity on airport and other noncore funding

Multiple commissioners used the finance committee session to request more granular data and longer-term financial modeling. Commissioners asked staff to show what a $1 shift in the revenue matrix yields in concrete dollars and to provide near-term examples for residential, mixed-use and commercial accounts so the public can see how rate changes affect different property types. "If you can get us those data points, then we can start talking about the structure of the pie," one commissioner said, asking staff for $250,000-level precision on revenue moves.

Commissioners also raised capital-planning gaps: requests included a clearer building-fund approach, a consolidated five- to ten-year projection that ties capital improvements, bond schedules and operating impacts together, and explicit timing for large projects such as a new solid-waste facility and the firefighter training center. Commissioner Strand raised concerns about an airport-authority outreach to other jurisdictions and sought clarity on the city's ownership of the airport and whether parking-ramp revenues reduce city tax support; staff said the preliminary budget had been prepared with a two-mill airport assumption and a joint meeting with airport leadership is planned.

Staff committed to returning with a prioritized research list and the specific revenue-yield and scenario models the commission requested in advance of the preliminary approval vote.
