Blue Line construction underway; Indigo targets fall 2028 service start

Indigo's director of capital projects, Matt Duffy, told the Municipal Corporations Committee that construction on the Blue Line began in early 2025 and that the project is one of the city’s largest current transportation undertakings.
Duffy said the project is split into three primary packages — roadway work, BRT station construction and the East Side Mobility Hub — and that the roadway and station packages are roughly 30% complete while the mobility hub is about 14% complete. “We are 18 months into about the 4 year construction phase. Plan to start service in October 2028,” Duffy said, adding that utility relocations are about 50% complete and that unforeseen conditions in older infrastructure have affected some milestones.
Duffy described station sequencing (foundations, then canopies and finishes) and said many finishing elements such as real‑time screens and signage are reserved for the final project year to reduce vandalism prior to operation. He also said the East Side Mobility Hub in Cumberland will have six bays (two for BRT) and will serve as an off‑site transfer facility with operator amenities; a portion of that package is scheduled to open for Route 8 service in early 2027.
Councilors pressed for detail about outreach after a reported unannounced water cutoff that disrupted a daycare; Duffy said Citizens is performing water service line replacements along the corridor before construction and described weekly stakeholder outreach meetings, door‑to‑door notices and a newsletter for impacted properties. No formal vote was taken; the committee will receive further budget and implementation information at future meetings.
