Staff said the preliminary budget includes a proposed 3% cost-of-living adjustment (COLA) to be applied city-wide. Jill (staff) summarized that the budget currently factors a 3% COLA and that market adjustments have not yet been fully pulled into the preliminary totals. Staff reported proposed additions of 11 FTEs in the general fund and 10 FTEs in enterprise funds currently included in the preliminary budget.
Commissioners requested additional department-level historical charts showing staffing and budget growth over time to aid new commissioners and asked staff to model how changing the distribution between sales tax and direct user fees would affect outcomes. Staff said they will provide further detail ahead of the August 3 preliminary vote.
