Elko County School District adopts student cell-phone restrictions under SB 444 and NRS requirements

Ken Higbee told the board that Elko County schools started the year with just over 9,000 students and that the district has adopted a new cell-phone policy to limit student device use during instructional time. "We passed that officially on July 15," Higbee said, noting the policy code (JDBA) and that it is intended "to support school environments in which students can fully engage with their classmates, their teachers, and instruction."
Higbee cited the statutory backdrop and Senate Bill 444, saying the law requires districts to adopt policies that limit or prohibit student use of electronic communication devices during instructional time and that policies must include progressive discipline for violations. He added the policy permits exceptions for IEPs or 504 plans and for health-related needs, and board members discussed enforcement, measurement of outcomes and the possibility of parent pushback as the policy is implemented.
