Planning commission recommends vacating 2,000 sq ft alley for parcel owner

The La Porte Planning and Zoning Commission voted unanimously to recommend city council approve street and alley closure SAC20240003, a request from property owner Enrique Calvillo to vacate an approximately 2,000 square-foot portion of a 16-foot alley in Block 981.
Staff planner Ryan Beatlick told commissioners the closure concerns the undeveloped alley between Lots 1–5 and Lots 28–32 and that the applicant owns the parcels on both sides of the alley. “The property owner actually does own both of the adjacent parcels, and so he would be the only one who would be actually purchasing this,” Beatlick said during the staff presentation. Beatlick also noted the owner’s house appears to encroach into the alley right-of-way.
Owner Enrique Calvillo spoke during the public hearing and said he plans to combine the parcels to avoid separate taxes and to simplify property maintenance. “I own both properties and I just wanna go ahead and make it 1 property instead of having to pay 2 separate taxes,” Calvillo said. Commissioners asked procedural and development-impact questions, including whether combining lots would require further permits; staff confirmed any future development must follow applicable permitting rules.
Commissioner motioned to recommend approval to city council and, after a second, the commission took a voice vote. The motion carried. The commission’s recommendation now proceeds to city council for final action.
