County attorney: cities must adopt IGA by mid‑July for November T‑SPLOST referendum

Henry County attorney Rachel Mack told the joint meeting that the intergovernmental agreement (IGA) is essential to define revenue distributions and to allow the tax to be levied at the full 1% for six years rather than at a reduced level.
"The IGA would allow us to have the T‑SPLOST go for the full 6 year period and be raised at the full 1% instead of if there were no IGA, it would be only at 75% versus the 1%." Mack said, and added that signed IGAs from participating cities were required in time to meet the county's ballot filing schedule.
When officials asked about timing, Mack said that for a November election the cities would need to adopt the IGA by about July 15 and the Board of Commissioners would need to consider adoption at the July 21 meeting to meet the August legal deadline for the ballot filing. County staff said they will circulate IGA drafts and updated financial breakdowns to municipal partners.
