Transportation director Burton Biddens presented the project as a four‑lane widening from I‑75 to North Mount Carmel Road that will include turn lanes, a center median and an 8‑foot multi‑use path on both sides. He told the board that Summit was the most responsive bidder: “Summit Construction and Development LLC was the most responsive bidder after submitting a cost proposal in the amount of $30,887,789.50.” Commissioners raised questions about right‑of‑way acquisition and coordination with Georgia Power and the Henry County Water Authority; staff said utility cost estimates are being developed for later board approval.
Commissioners emphasized the lengthy process of land acquisition and utility relocation but expressed support for the project as a key link in the county’s transportation program. With board approval, staff said this would make Jonesboro Road the fifth of seven major T‑SPLOST transportation projects to move into construction.
