Elko County TV District authorizes $150,000 to start Grindstone tower foundation

The Elko County TV District board voted to authorize a $150,000 initial payment to begin work on the Grindstone tower foundation, with a requirement that the contractor provide itemized invoices and receipts for all expenses. Chair (the meeting presiding member) said the amount would "get started" on the foundation and stressed the need for detailed documentation given the project's scale.

Kenny Moore, who presented the contractor's quote and construction plan, outlined scope elements including a ground ring tied into the existing shelter and six-inch underground conduits to avoid long ice bridges. "250,000 of it is concrete alone," Kenny said, attributing most of the project cost to concrete and rebar needs. The board discussed phasing the work with foundation as the first step so the district can delay full concrete pours until funding is available.

Board members emphasized oversight and documentation. The chair said he expected copies of invoices from any rented equipment or concrete suppliers so "we know what's being spent." Charles moved the authorization with the stipulation of itemized invoices; LaBartz seconded and the motion carried on a voice vote. The board and the presenter agreed the contractor could begin equipment mobilization within roughly a week once funds were made available.
