Engineer outlines FEMA bridges, ADEM grants and driveway pipe policy debate

County Engineer Justin Barfield presented a multi-part report to the commission covering staffing, ongoing right-of-way work, grant-funded projects and maintenance operations.
Barfield said two foreman positions will be advertised and that right-of-way offer letters have been sent for the Caldwell Road and L. Vaughn Road bridge projects. He said the contractor for the FY2024 Rebuild Alabama paving project is awaiting asphalt mix approval before paving can begin and that the three FEMA bridge projects are hoped to be LET by next summer. Commissioners debated driveway pipe installation policy: Barfield noted the county's historic practice of installing pipes while other counties now require landowners or developers to bear costs. Commissioner Spivey and Commissioner Hatcher favored charging developers; Commissioner Wilks raised concerns about distinguishing citizen-owned lots from development parcels. Barfield also said he received a $7,000 quote to demo an abandoned trailer but that Road & Bridge staff will handle removal instead.
