Engineer: subdivision preliminary plat approved; bridge, paving and equipment issues discussed

Engineer Justin Barfield updated the commission on staffing, bridge landowner agreements, paving and other road department items and presented a preliminary subdivision plat for a parcel off Poole Road in the Chancellor area. Commissioner Wilks moved to approve the preliminary plat; Commissioner Hatcher seconded the motion and the vote was 3-0.
Barfield said one property owner near the L. Vaughn Road bridge accepted a county offer and a deed is being drafted; one property owner near the Caldwell Road bridge had accepted and two more meetings were scheduled. Contractor work on County Road 83 is progressing: crews completed one lane of G-treatment and will move to plant mix leveling and then to main road paving, with County Road 83 expected to be completed that week. Bridge substructure inspections were reported complete.
The engineer and sheriff discussed constructing a firing range at the landfill with sheriff's personnel offering assistance on dirt work; Attorney Eldridge noted Gasoline Tax funds may not be used for construction. Barfield also presented options for changing how the county charges cities for equipment use, recommending a move from ad-hoc Blue Book rates to FEMA or Equipment Watch rates; Commissioner Jeff Hatcher recused himself from the discussion because he represents three towns. The commission tabled a discussion on driveway pipe installation policy until Commissioner Weston Spivey can be present (motion to table 3-0).
