County and contractor staff presented three annex change orders and schedule updates. The court approved a deductive change order to return $1,703,878.63 to ARPA funds and approved a separate change order to purchase a building generator (about $190,014.14). During the same sequence of votes the court moved to designate Commissioner Stacy as Rockwall County's authorized agent under Texas Local Government Code §262.001, limited to $75,000 for unscheduled annex-related capital expenses; the motion passed unanimously.
Project staff described schedule items and savings from switching from dry-bore to saw-cut for a Yellowjacket Road utility crossing and identified small credits from drilling work. The generator will serve the entire annex building and was described as supporting continuity of early-voting operations and a community warming/charging center during outages.
