Commissioner Matlick told the court that Phase 2 (the discovery phase) of the Rockwall County Strategic Plan 2050 has been completed and that each commissioner received a draft discover-phase summary report last week. The report integrates multiple data sources, summarizes joint themes and a SWOT analysis, and includes an environmental scan and stakeholder inputs; Matlick said the three dominant themes were infrastructure (transportation), quality of place and land use, including housing.
Commissioners asked whether the draft summary could be posted online for public review and when the draft will move to the development phase. Staff said they will finalize technical edits (typos and factual clarifications) requested by Baker Tilly and Friese Nichols and expect a final report within about 10 days after receiving court and steering-committee inputs. Matlick said the development phase begins in September with additional workshops and will include goal-setting and KPIs in October and November.
