Resident tells court Lake Point sewer system is incomplete and noncompliant

At the Aug. 13 Rockwall County Commissioners Court public forum, resident Mike Oshur said the Lake Point on-site sewer system violates county spacing and drainage requirements and asked the court to enforce county rules or hire an independent third party to review the project.
Mike Oshur, a Rockwall County resident who identified himself at the public forum, told the commissioners the Lake Point on-site sewer facility is “incomplete and is a non compliant system” and accused the county of accepting the system despite code violations. “The sewer system out there at Lake Point is installed within 5 feet of the property line, and the county has accepted that for whatever reason, which to me is illegal,” Oshur said.
Oshur urged the court to enforce county rules, citing Rockwall County rule section 5.02(h) on setback requirements for on-site sewer facilities and noting outstanding temporary-approval conditions from October 2023 related to roof drainage and grading. He asked the court to “bring in an independent 3rd party to review this entire project.” The court did not take action during the public forum; the complaint and request were raised for the record during the public-comment period.
Other members of the public addressed separate topics later in the public forum, including historical-foundation funding and public-noticing of the budget. The county clerk and staff did not announce a follow-up schedule on Lake Point during the meeting; residents may follow up with county development staff or the commissioners’ offices for any next steps.
